General overview

 

The Senior Procurement Manager (SPM) for Digital and Energy Services (DES) reports directly to the Head of Procurement for DES and plays a pivotal role in delivering the Procurement Strategy across Embedded Energy, EV Solutions, Smart Buildings, Energy and Carbon Solutions, driving efficiency, innovation, and sustainable practices, including insourcing initiatives, to enhance overall Divisional procurement performance. The SPM also manages a team of Procurement Managers (PM) or is set to define appropriate resources to deliver the role. The SPM is a trusted advisor to internal operations stakeholders, the conduit between them and the wider Procurement team and the first point of escalation in the event of any issues. This is an important role for the Procurement Function which is challenged with delivering a de-centralised procurement support service within an autonomous and nationally-spread organisation.

Key activities

  • Delivering professional procurement services to internal customers at all levels in the Energy Solutions division.
  • Being a driver in raising the visibility and perception of Procurement.
  • Defining, executing, and monitoring the procurement strategy of the following divisions: Embedded Energy, EV Solutions, Smart Buildings:

 

    • Defining a procurement strategy in collaboration with relevant internal stakeholders with an understanding of business needs and relevant routes to market to drive best value for the business.
    • Promoting insourcing where in-house capabilities exist.
    • Ensuring local procurement needs are aligned to a Category approach whenever possible.
    • Implementing sourcing strategies for various projects, aligning with operational needs.
    • Leading projects and key service contracts tendering and participating in negotiation to ensure optimal agreements.
    • Driving compliance to existing framework agreements in collaboration with the Central category team and develop new frameworks as relevant to the division specific / local requirements. Leveraging parent company group agreements.
    • Ensuring supplier Framework Agreements and Contracts are used and publicised across the business to ensure colleagues are aware of who to buy from and how much to pay.
    • Managing suppliers who deliver services that are specific to the Business Unit and sourcing new suppliers who are best able to meet the needs of the Business; ensuring best value, fitness for purpose, risk reduction and a quality service to the end customer.
    • Supporting the growth of businesses with robust resourcing strategies in compliance with Indirect Category procurement policies.
    • Engaging with Central Bids and Mobilisations Procurement colleagues to get support for pricing on major divisional bids.
    • Engaging with operational teams to manage the performance of subcontractors.
    • Proactively providing and managing input to all reporting (pipeline, compliance, spend, savings and other) including recommendations for continuous improvement. Automate reporting where possible.
    • Streamlining procurement processes and procedures and sharing of best procurement practice within the team.  
    • Supporting risk mitigation strategies specific to procurement within the energy services sector.

Skills, qualifications & experience:

 

  • Experience of similar multi stakeholder organisations/roles.
  • Relevant experience in procurement, commercial and/or financial preferably within the energy or similar services sector.
  • Educated to degree/ diploma level (or working towards) in either Procurement, Business, Law, Surveying, Accounting, Science, or a CIPS accreditation.
  • Knowledge of procurement processes, rules, and regulations.
  • Strong analytical and data interpretation skills for data-driven decision-making.
  • Negotiation and contract management skills with proven experience in a procurement / commercial environment.
  • Strong knowledge of risk mitigation, financial analysis, and due diligence.
  • Exposure to sustainable procurement practices and carbon reduction initiatives.
  • Strong leadership and communication skills with the ability to tailor approach based on the audience.
  • Understanding and practical application of base UK law applicable to Commercial / contracts.
  • PC Literate with knowledge of MS applications e.g. Word, Excel
