EQUANS are looking for a Technical Services Manager to be based at Pinderfields and Pontefract Hospital in Wakefield. This role would be a permanent full-time role working 37.5 hours per week. On offer is a competitive salary and benefits package.
General Overview:
This is a senior role on the contract, working across 2 large, geographically separated, acute hospital sites, with overall responsibility for the Electrical infrastructure, supplying patient life safety systems, critical care and general power throughout the estates. Reporting to the Engineering Manager, and responsible for the planned and reactive electrical maintenance teams of 16 direct employed staff. The Technical Services Manager (TSM) is a critical member of the contract senior leadership team, responsible for self-delivered and subcontracted mechanical, electrical, and building fabric technical service delivery. The role incorporates participation on the 24/7/365 on-call rota as part of the business escalation procedures.
The main responsibilities include the management of the maintenance teams, including specialist subcontractors to ensure the safe and continuous operation of the hospital. The TSM is responsible for coordinating site operations in compliance with company, contract and local operating procedures to ensure a standardised approach to the Equans service delivery including;
•setting the standards in the Electrical engineering discipline. Point of contact for Engineering escalations, and focal point between site operations and the central engineering support team
•all activities within the Technical Services team to meet and exceed the contracted service level agreements (SLAs) and key performance indicators (KPIs).
•establishing and maintaining effective business relationships with all key stakeholders, customers, partners, contractors and other third parties to deliver best practice services.
•compliance with all statutory requirements in relation to safe working practices and safe operation of plant, equipment and services and all activities essential to meet all relevant Health Technical Memoranda (HTM) and Quality Assurance requirements
•Responsible for the H&S of all Electrical Engineering works within the scope of contract. To act as the Focal Point Authorised Person, co-ordinating complex switching activities and shutdowns, managing subcontractors when required, on both High and Low Voltage systems. The management and review the site Health & Safety (H&S) Plan and associated Risk Assessments, alongside the SHEQ team, ensuring that obligations for H&S and any statutory requirements associated to the delivery of the contract are appropriately and fully applied.
•responsible for supporting the Account Director with the development of the annual Electrical Engineering budget and ensuring maintenance (planned & reactive) is carried out in line with budgetary and quality constraints and in line with agreed service levels and all relevant legislation.
Impact:
The objective of the department is to operate and maintain a physical environment in which healthcare can be delivered to the patient. The main elements being the maintenance of both building fabric and services e.g. external and internal finishes, fittings and fixtures, plumbing, electrical and mechanical services, piped medical gases etc.
The TSM will lead, direct and motivate the site Technical Services team to maximise their potential and contribution to best practice service delivery.
This is a critical role, managing an important concession, providing critical patient care services within a Healthcare environment.
The TSM represents Equans in all Technical matters and demonstrates sound decision making.
Complexity:
•Manages the site team and provides leadership and guidance to the technical services operatives and supervisors and drives performance improvements.
•Demonstrates excellent customer skills with an ability to exceed customers’ expectations and maintain an effective relationship / communication strategy for the contract
•Has detailed knowledge and understanding of the Contract Service Level Agreements (SLAs), opportunities and risks
•Gain a detailed, ‘hands on’ knowledge of the site and provision of services
•Ensure that appropriate monitoring of services is in line with Contract requirements and local agreements.
•Celebrates success and drives continuous improvement with the team, ensuring the local interface between other FM Service Teams, NHS staff, Project Co and Customers at all levels to deliver as one team
•Organises and manages the daily planned and reactive maintenance tasks using the Maximo CAFM system
•Controls and manages the ordering and replenishment of critical spares and consumable items required for the day to day delivery of the service.
•Assists with Minor Works and associated contract revenue streams
•Oversees and controls the raising of building defect and lifecycle issues to a satisfactory conclusion in conjunction with Project Co (Consort Healthcare)
•Ensures appropriate competent persons are trained and in place within the contract
•Actively monitors and controls the safe working practices of internal staff, subcontractors and suppliers
•Ensures adherence to all Statutory Standards and Regulations and Department of Health requirements (e.g. HTMs).
•Develops staff and ensures provision of mandatory and best practice training required to enable them to meet the requirements of their role.
•Oversight and management of contracts, agreements, and/or special conditions between the Engineering team and its vendors. Negotiate agreements. Assist in the development, coordination, and implementation of contracts, agreements and/or special conditions in support of the central Procurement team.
•Budgetary control for the systems and services under their scope. Line approval of purchase requests for planned and reactive maintenance activities.
•Assist with Lifecycle Planning Survey and delivers lifecycle asset changes as required.
•Assists with the production of the monthly report to the client and customer and provides accurate and punctual information in relation to planned and reactive maintenance, small works, damages, contract variations and lifecycle works.
•Develops effective working relationships with functions, business partners, suppliers and sub-contractors to improve site-based performance
•Communicates constantly and repeatedly and ensures that messages understood using various mediums

The Technical Services Manager will take responsibility for their own work.
All employees have a duty to report any accidents, complaints, defects in equipment, near misses and untoward incidents, following Equans procedure.
Qualifications or Required Experience:
•Qualified to HNC/HND level in an engineering discipline, or equivalent, with a proven managerial track record for past 3/5 years.
•A technical background within an electrical bias, preferably having had significant exposure to a Healthcare environment.
•Holds or has held AP appointments for HV/LV Electrical Systems or be willing to obtain through professional development.
•City and Guilds 236 A&B or 2360 parts 1 and 2 or 2330 or equivalent apprenticeship
•City & Guilds 2394 / 2395 or 2391 Electrical Testing & Inspection
•Authorised Person experience in HV and/or LV Disciplines
•Relevant Trade Qualifications or Apprenticeship
•Understanding of Electrical Test and Inspection documentation
•18th edition training
•Must have (or be able to obtain) Disclosure Barring Service (DBS) clearance.
