EQUANS are looking for a Technical Services Manager working on behalf of Peel Group in Gloucester. This role would be a permanent full-time role working 37.5 hours per week. On offer is a competitive salary and benefits package.

General Overview:

Responsible for overseeing all technical matters on site relating to the effective Plant and Equipment Maintenance on site and ensuring that the EQUANS Safety Rules and Procedures are adhered to by all site personnel.

Reporting into the Contract Manager and working closely with the client to ensure all maintenance work is carried out in accordance with site policies and procedures and within health and safety legislative requirements.

Gain appointment and undertake AP/CP/RP duties as required on site for disciplines for which you have the relevant technical skills, including Legionella Management responsibilities.

Have an in-depth knowledge of all engineering plant and systems onsite and act as EQUANS Technical Lead for the contract.

To carry-out Technical and Quality Audits to ensure sites are technically and statutory compliant, in line with contract requirements.

Agree specifications with the Client for extra works and then liaise with prospective subcontractors and prepare quotation to be submitted to the client via web quote.

Be responsible for the Health, Safety, Environmental and Quality aspects of the contract.

To provide professional control of all Electrical facilities / systems / works on the site.

To keep abreast of Engineering Developments and Technology advancements and how they could be implemented on site.

Advise Site Technical Staff and Contract Manager of Technical Changes advised to you by the Central Technical Team or via EQUANS Technical Bulletins.

Assist the Account / Contract Manager to carryout interviews for Technical Staff.

After appointment by the relevant AEs carryout the duties of AP/CP roles as required

Deputise and act as the Contract Manager as directed by the Contract Manager in the event of holidays or sickness

Provide a Technical point of contact for Client and Site Technical Staff.

Provide guidance and advice on contractors RAMS for none-routine works on site, as required.

To carryout assessment of Contractors competencies, as required.

Give advice to Account Manager on Technical Competencies required to fulfil the Mechanical and Electrical Maintenance requirements and, as necessary, arrange Technical Training for Site Staff.

Investigate and provide Technical Reports in the event of mishaps or incidents on site, as required, ensuring that the Central Technical Team are kept informed if applicable.

Management and control of all technical matters relating to plant and equipment maintenance including existing equipment, new works and future upgrade works.

Identify potential technical improvements for existing plant and equipment maintenance to facilitate improved reliability and /or cost reduction with fully supported documentation.

Development and review of site policies and procedures relating to the maintenance of installed plant and equipment.

Identify and develop training plans specific to installed equipment to facilitate training of site engineers and for staff development.

Ensure all matters relating to Health and Safety legislative requirements are fully documented and understood by all site staff and subcontractors involved in the maintenance of plant and equipment ensuring that advise has been taken from the EQUANS SHEQ Manager and Central Technical Team as required.

Assist in the development and adherence to method statements, ensuring best working practices are established and maintained.

Work with sub-contractors involved in plant and equipment maintenance to ensure highest possible standards of maintenance are achieved.

Liaise with site and client management during any emergency operations or procedures.

Assist client with resolution of technical matters arising from installed equipment or maintenance of this equipment taking advise from the Business Unit Technical Manager, as required.

Impact:

• Delivery of all specialist engineering services activities obligations under the Contract.

• Plan, deliver and review all aspects relating to the provision of specialist engineering services carried out by internal engineering staff and subcontractors.

• Implement operational policies and procedures in line with our contractual obligations.

• Liaise with all EQUANS Engineers to ensure effective service delivery.

• Support the Account Manager in the response to customer complaints in line with the Company’s Complaint Procedures.

• Ensure that all specialist equipment /stores are held on site.

• Manage day to day running of the day and/or shift team.

Complexity:

• To effectively manage a team of engineers carrying out all aspects of maintenance in accordance with KPIs/SLAs in a safe working manner.

• Provide timely support to maintain the highest standard of statutory compliance. Ensure compliance with all legislative requirements in accordance with the EQUANS Environmental Health & Safety policy, quality, sustainability and energy efficiency related standards.

• Assist in producing all required documentation to ensure that any incidents are recorded and escalated as per the requirements of the contract, not limited to but including risk management, operational continuity, and operational equipment status reports.

• Manage the engineer’s data and job details in accordance with client and EQUANS requirements to ensure that the Computer Aided Facilities Management System (CAFM) is maintained to a current and accurate status to ensure the highest level of operational resilience and completion of works.

• Assist the Account Manager in the first instance in the supervision of sub-contractors and specialist providers where required and liaise with all other parts of the Project Teams to support project activity.

• Build strong professional relationships with other groups within Engineering Services and the wider EQUANS Group to ensure a common approach is adopted in support of operational delivery and work in collaboration with EQUANS nominated management.

• Drive effective maintenance policies including adequate and rationalised spares, time[1]management concepts and techniques and the analysis of complex information, drawing logical conclusions and the develop of sound recommendations.

• Participate in the 24/7 maintenance cover (including on call rota) of the Building Engineering Services during normal and emergency activities, assisting in the preparation of emergency and contingency plans. Participate in emergency plans and provide written reports as required.

• Proactively manage preventative maintenance and corrective works whilst maintaining the highest level of customer focus.

• Identify and manage a Critical Spares strategy.

• Carry out sub-contractor audits and awareness.

• Manage and co-ordinate all statutory maintenance activities.

• Account growth i.e. improvement of self-delivery and projects.

• Supporting specific area team members as required.

• Support and develop the Company Values and develop, motivate and lead the Team to work in partnership with other service teams to promote positive customer relations.

INFORMATION/REPORTING

• Report as and when directed to the Contract Manager in relation to labour, suggesting

efficiencies to ensure budget targets are achieved.

• Provide reports as directed by the Contract Manager.

• Prepare reports and audit on specialist sub-contractors.

SHEQ/TECHNICAL COMPLIANCE

• Act as the focal point and responsible for site H&S management ensuring all RAMS are

received and followed correctly.

• Ensure all Technical Appointments are in date for all disciplines.

• Comply with requests for information from SHEQ manager.

• Ensure you work to company health and safety policy.

• Ensue PPE is safe to use.

• Report accident and near misses in a timely manner.

• Ensure your test equipment is within calibration.

CLIENT/CUSTOMER

• Develop trusting relationships with all key stakeholders, responding in a timely manner to

verbal and written requests.

• Act as the first point of customer escalation on the contract.

• Support the client as required by attending meetings as required, reviewing technical

documentation, and providing advice and support on technical matters.

Qualifications or Required Experience:

• Minimum of 5 years’ experience in an engineering field.

• Team management experience

• Must have the balanced ability to think clearly in extreme circumstances

• Working knowledge of Microsoft Office, including Word and Outlook

• Experience of using a CAFM system

• Good experience and track record in working in Facilities Management

• Good knowledge of building services and legislation

• NVQ Level 3 Electrical Installation

• AM2 Electrical Installation

• 18th Edition Electrical Regulations

• Working knowledge FGAS & ODS Regulations

• Legionella Awareness training
