PPM Process & Tooling Lead

Summary of the role:

Reporting to IT Transformation director, you will be part of the EQUANS CTO team, which is responsible for: having a coherent, future ready technology architecture, Applies consistent standards and security principles, Drives strategic and architectural governance, Leads IS/IT transformation programs, and empowers SLS and MBUs with architecture support and innovation leadership. 

As the PPM Tool&Process Manager, based in Romania, you will be responsible for designing, implementing, and continuously improving the company’s PPM processes and tools, ensuring that the IT project portfolio is aligned with strategy, well-governed, and transparently reported to senior leadership. The role acts as the product owner for PPM tools, bridging IT, PMO, finance, and business stakeholders in a complex, multinational environment. 

You’ll be part of a skilled CTO team that supports career growth. We’re looking for someone with practical experience, a passion for PPM and for transversal management and coordination, in a fast-paced environment. 

KEY METRICS OF THE ENVIRONMENT:

  • PPM Scope covers the whole Equans structure (12 Shared Line Services (SLS), 8 Countries, Transversal management and coordination of PMOs from this structure 
  • 200 + projects over 100K Budgets 
  • PPM Tooling is Service Now SPM for Roadmap/Demand/Project/Timesheeting and Jira agile project management 
  • Digital Workplace SLS owns Service Now technical expertise and is the competence center for Service Now, Digital Platform SLS owns JIRA technical expertise and is the competence center for Service Now 

Key Objectives & KPIs:

  • Ensure the PPM support strategy and portfolio decision making (alignment, prioritisation, capacity, benefits) 
  • Improve adoption and effective use of the PPM tool.
  • Improve quality data of project/portfolio data for steering/portfolio management. 
  • Simplify and standardise project/portfolio processes while supporting agile/hybrid ways of working. 
  • Deliver a roadmap of enhancements for the PPM platform, on time and within budget, with measurable business value.

  • Adoption & satisfaction: User satisfaction with PPM tool&process, training coverage (% of target users trained and learning tested).
  • Data quality & timeline: reporting Lead time to produce to standard portfolio report or C-level dashboard, % of projects with on-time status updates (ie 2 weeks) with all mandatory fields.

KEY RESPONSIBILITIES:

  • As Business Process Owner: 
  •  
  • own and evolve the end to end PPM process framework (PPM Governance, Demand, business case, prioritisation, approval, execution, benefits tracking, closure) for IT projects and programs. 
  • Align PPM and project management tools (PPM Tooling, portfolio dashboards, resource planning tools). Configure workflows, data structures, and integrations to support standard ways of working 
  • Define, implement, and maintain portfolio governance: stage gate criteria, approval bodies, meeting cadences, and decision making rules aligned with corporate strategy and financial framework. 
  • Drive standardization and continuous improvement of project management practices (templates, methodologies, checklists) in collaboration with the PMO and project managers 
  • Implement and maintain portfolio performance metrics and dashboards (budget, forecast, benefits, capacity, risk, roadmap, milestones) and provide regular reporting to senior leadership. 
  • Support annual and rolling portfolio planning cycles: collect demand, consolidate business cases, coordinate prioritization, and prepare decision packs for CIO and executive committees 
  • Partner with Finance to implement/align project cost structures, budget processes, and benefits tracking with corporate financial reporting and forecasting. 
  • Coordinate data quality management for the portfolio: define data standards, monitor completeness and accuracy, and follow up with project owners on corrections. 
  • Provide second level support, training, and coaching to project managers and PMO staff on PPM processes and tools; develop training materials and communities of practice. 
  • Manage relationships with PPM tool shared line services internal IT teams for upgrades, issue resolution, integration, and roadmap planning 
  • Support risk and issue management at portfolio level, ensuring consistent RAID practices and consolidated risk views for decision makers 
  • Contribute to or lead cross functional initiatives related to IT transformation, governance and digitalisation of project management 

PROFILE  

Academic background & Experience  

  • You have a higher education degree (an Engineering degree or a Master’s degree in Computer Science and networks) or a proven experience of five years in demanding, complex and international environments, in the field of PPM tooling and 6 years as in IT international Project/Program management 

Behavioral Capabilities​ 

  • Ability to interact with C-level, Shared Line Services Directors, Project Manager/Program manager, Tool developers. 
  • Leadership by influence, and negotiation to align IT, Finance and PMO stakeholder 
  • You are comfortable working in a decentralized and multicultural organization, with heterogenous maturity levels in terms of project management practices; 
  • You are autonomous, energetic and show initiative; 
  • You are a good communicator, develop and maintain good relationships; 
  • You know how to move in a challenging and demanding context that will require «shaking up» certain habits, convincing teams to adopt new practices, and implementing the corresponding new organization. 

Skills  

  • Strong knowledge of project and portfolio management practices 
  • Hands on experience with at least one PPM tool (Service Now SPM, Jira is a big +) as a user and PO 
  • Ability to design portfolio reports and dashboards (LKPIs, executive views, resource and financial views) 
  • Project/program knowledge and experience in a multicultural, multi technology environment 
  • Ability to translate requirement into processes, governance, and tool configurations. 
  • Fluent and professional English is essential. French is a plus.
