Summary

Responsible for the safe and efficient operation of the building, building envelope, and grounds and gardens of the site. Directs all work of the personnel and contractors assigned to site. Accountable for achieving specific operational objectives. Maintain a close liaison with the Client FM  ensuring day-to-day requirements of delivering the FM contract are met.

Ensure contractual performance following agreed on budgets, compliance with the Performance Indicators (PIs); whilst continually enforcing cost efficiencies, maximizing the value received, and minimization of overdue debt.

Scope of duties & responsibilities

  • Supervise and provide leadership to a team of maintenance staff, conduct employee performance reviews and recommend individualized career development plans.
  • Maintain work schedule for staff ensuring appropriate coverage for all mechanical activities and ensuring adequate numbers of qualified staff are available to accomplish objectives and Performance Indicators (PIs).
  • Continuous development of onsite staff on reactive and preventative maintenance processes. Develop documentation for training as needed. Hold regular training sessions in plant safety, equipment maintenance, operational procedures, etc.
  • Ensure project and reactive assignments are completed meeting project agreement standards and timeframe requirements.
  • Ensure all reports comply with Company Policies, Procedures, and QA/QC requirements and ensure a safe and healthy working environment.
  • Update operational procedures to maintain system efficiency and to reflect changes in codes and regulations.
  • Perform field observations and regular audits of building components, building envelope, and exterior grounds. Prepare routine and special system operation reports.
  • Operate building within contract parameters and PIs making adjustments and/or issuing reports as required.
  • Oversee the maintenance, repair, and replacement of plumbing components, grounds maintenance equipment, roof anchors, and other building systems as required.
  • Oversee the maintenance and operation of the architectural & structural building components and landscaping & grounds of the site
  • Update Asset Register and Planned Preventative Maintenance (PPM) work tasks as part of ongoing maintenance activities.
  • Maintain the inventory of parts and consumable supplies for building fabric, landscaping, plumbing, ice prevention, etc.
  • Review the results of shift tours and log readings. Implement preventative and corrective action(s) as required.
  • Meet maintenance financial objectives. Forecast, and prepare the annual budget. Analyze the budget for variances, and initiate corrective actions as required
  • Prepare routine and special system operation reports for customers and management.
  • Accomplish goals within approved budget limitations; Develop and implement cost-saving measures. Contribute to revenue
  • Coordinate with other Supervisors and Managers as needed, providing support in your area of expertise.
  • Update operational procedures to maintain system efficiency and to reflect changes in codes and regulations.
  • Provide technical expertise and scheduling for Minor Works, Projects, RFAs, RFPs, etc
  • Support the Company’s Quality Policy Statement and actively participate in the achievement of company and personal quality objectives
  • In cooperation with other supervisors, oversee general housekeeping of the plant area. Oversee the general housekeeping of maintenance, vehicles and landscaping work, and storage areas.
  • Identify and resolve problems promptly; Gather and analyze data and information skillfully. Develop alternative solutions when needed.; Provides expertise and demonstrates professionalism in group problem-solving situations
  • Make timely decisions, based on sound judgment. Include appropriate people in the decision-making process.
  • Attend courses, seminars, conferences, and other professional activities to keep up-to-date with changes and new concepts in maintenance, groundskeeping, and operations.
  • Ensure all staff and contractors follow Confined Space and all other safe work procedures.
  • Undertake such other duties appropriate to the level and character of work as may reasonably be required within the Department / Service.

Requirements / Qualifications

  • Five (5) + years of experience working in building fabric and grounds maintenance activities, with at least one of those years in a supervisory role. 
  • Team player with excellent leadership skills, committed to working in a quality environment.
  • Consistently professional demeanor effectively communicating with clients and stakeholders.
  • Excellent working knowledge of Health and Safety requirements to teach staff and lead team by example.
  • Working knowledge of computers, Microsoft Office, control systems, and electrical protection devices.
  • Excellent command of the English language, both in verbal and written communication.
  • Ability to obtain enhanced reliability security clearance for a secured work site.
  • Ability to read and interpret drawings, specifications, and control diagrams.
  • Excellent working knowledge of Health and Safety requirements to lead by example.
  • Extensive experience with Building envelope maintenance.
  • Collaborative management style, with a humble leadership perspective.
  • Experience in project implementation and continuous improvement initiatives.
  • Carpentry, plumbing, machinist, or other building-related experience
  • Has a genuine desire to develop others and help them succeed.
  • Previous Public-Private Partnership (P3) experience and /or working within an ISO structured environment in a similar role
  • Five (5) + years of supervisory experience in the operations and maintenance of a large facility.
  • Certification in a building-related trade.
  • Working experience within a performance-based environment wherein PIs were set and delivered.
  • RCMP Reliability Status security clearance.
